Trump determines that “domestic production capability” for key nodes in the supply chain are “essential to the national defense”
On July 22, 2019 U.S. President Donald Trump issued no less than five Presidential Determinations relating to the supply chain for rare-earth permanent magnets.
Each memorandum noted that without “Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide the production capability” for each of the above activities and components, “adequately and in a timely manner”.

Report: Rare Earth Market & Pricing Outlook to 2030
In this report, we forecast global rare earth supply and demand to 2030 under two scenarios to examine how oxide prices will evolve in the years ahead.
With mounting supply risks in both China and Malaysia, the potential for near-term price increases is high in 2019. If Lynas is forced to halt production in Malaysia in September, we expect availability of neodymium, praseodymium, dysprosium, terbium and gadolinium to grow increasingly limited, and prices to rise accordingly.
